From the RPG Final Fantasy VII, Heidegger is the head of Shinra's Public Safety Maintenance Department, which is simply a euphemism for Shinra's military, the elite SOLDIER unit and the Turks. Heidegger has a strong personality of his own but is generally seen as little more than a toadyish yes-man who sucks up to President Shinra and Rufus. It was he who masterminded the destruction of Sector 7 and the subsequent public relations exercise that implicated AVALANCHE with the crime.
